In forwarding this memorial to the Earl of Kimberley, the Governor of Hong Kong
transmits with it minutes and Resolutions of a Public Meeting at Swatow with a Letter from Her Majesty's Consul at Swatow, and he expresses
his view that the existing arrangement for exchanging mails between Hong Kong and Foochow is irregular and inconvenient, and is
injurious to the trading interests of Hong Kong.
